OGDENSBURG — Thomas M. LaRose, 44, of 108 Albany Ave., was charged by state police at 12:20 p.m. Thursday with misapplication of property.

Mr. LaRose is accused of renting a U-Haul truck and failing to return it. He is scheduled to appear in Ogdensburg City Court.
