LISBON — State police charged Scott M. Kroeger, 28, Lisbon, with second-degree aggravated harassment at 11:42 a.m. Friday at 6933 County Route 10.

Mr. Kroeger allegedly sent multiple texts to a neighbor, who was not identified by police.

He was ordered held in St. Lawrence County jail, Canton, on $1,000 bail, and an order of protection was issued for the neighbor, police said.
