LISBON - Ogdensburg-based state police charged Scott M. Kroeger, 28, of Lisbon with second-degree aggravated harassment at 11:42 a.m. Friday at 6933 County Route 10, Lisbon. Mr. Kroeger allegedly sent multiple texts to an unidentified neighbor. He was ordered held on $1,000 cash bail and an order of protection was issued for the neighbor.
