WEST CARTHAGE — State police charged Joshua W. Woodruff, 27, Carthage, with third-degree assault Friday.

Mr. Woodruff was accused of punching Harold Spellan in the eye at a town of Champion residence Thursday.

He is to appear in Champion Town Court.
