Bobby L. Lilley, 35, of 138 Michigan Ave., Apt. 1, was charged Sunday by Watertown police with petit larceny, and is due for arraignment in City Court.

He is accused of stealing a $90 multi-tool Saturday night from the home of Paul B. Flaherty, 410 Franklin St.
