NORFOLK — Donna M. Deline, 48, of 336 W. Main St., Watertown, was arrested by state police at 3:29 a.m. Wednesday and charged with harassment and criminal obstruction of breathing or blood circulation.

She is accused of grabbing a woman by the neck and throwing her to the ground in Norfolk, as well as threatening to kill her. Police did not identify the victim.

Ms. Deline is scheduled to appear in Norfolk Town Court.
