Justin A. Tanner, 22, of 31097 Route 11, Philadelphia, was arrested Thursday night by Watertown police on a charge of fourth-degree criminal mischief, and awaits prosecution in City Court.

He is accused of damaging a chain-link fence at the home of Julie A. Massey, 641 Burchard St., by kicking and shaking it, police said.
