Arthur H. Smith, 33, of 325 High St., was charged by city police Sunday with obstruction of breathing or blood circulation following a domestic incident. He is accused of grabbing Teresa F. Pitcher’s neck.

He was taken to the Metro-Jefferson Public Safety Building pending arraignment.
