Rep. William L. Owens, D-Plattsburgh, has defeated Republican Matthew A. Doheny, according to unofficial results.
Mr. Doheny conceded the race shortly after midnight on Wednesday, saying that he could continue the challenge but a loss is "probably the way it's going to end."
According to unofficial results, Mr. Owens defeated Mr. Doheny 50 percent to 48 percent. There are still 20,000 absentee votes to be counted, but Mr. Doheny would have to win more than 60 percent of those to make up Mr. Owens' advantage.
"Sometimes, things just don't go your way," Mr. Doheny said.
