LORRAINE Brian I. Fowler Jr., 20, of 3303 French Settlement Road, was arrested Wednesday after he choked a woman during a domestic fight, according to the Jefferson County Sheriffs Department.
He was committed to the Metro-Jefferson Public Safety Building, Watertown, with bail set at $500 by Adams Town Justice Donald B. Shaw. Deputies charged him with criminal obstruction of breath and blood circulation, endangering the welfare of a child, and fourth-degree criminal mischief.
Deputies said that at 6:45 a.m. in his home, he placed Whitney R. Ramirez in a choke hold, and also threw items, including a coffee table and a television set, near his 3-month-old baby, who was sleeping on a sofa. The table and TV were damaged, deputies said.
