Three weeks had passed since Watertown police Officer Frederick E. March investigated a hit-and-run accident; then Tuesday afternoon, he saw the drive-off vehicle he was looking for being driven on West Main Street.

Officer March pulled over a large van about 5 p.m. and found a woman driving. Her passenger looked like the motorist described as the driver of the van in connection with an accident at 7:15 p.m. Oct. 13 at Coffeen Street and Black River Parkway, police said.

David C. Vandenburg, 42, of 517 Water St., admitted during questioning that he was the hit-and-run driver, police said. He is summoned to City Court to answer charges of leaving the scene of an accident, second-degree aggravated unlicensed operation and following too closely.

He is accused of driving away after hitting the rear of an auto operated by Chad S. Reynolds, 31, of 548 Pearl St., Apt. 1.
