PETIT LARCENY - MASSENA - Canton-based state police charged Valerie E. Cunningham, 19, of Canton and Akaisia T. Phillips, 20, of Canton with petit larceny following a reported shoplifting incident at 7:16 p.m. Wednesday at the Potsdam Walmart store.
