City police Wednesday night arrested on man for allegedly choking a woman in their apartment building.

Jason M. Smiley, 32, of 529 New York Ave., Apt. 3, was detained for arraignment Thursday in City Court on a charge of criminal obstruction of breath and blood circulation.

Police allege that at about 6:30 p.m. he grabbed Toni E. Murray, 22, apartment 1, around her neck and squeezed.

Mr. Smiley served a jail sentence last year for fourth-degree criminal mischief as a result of an incident in June 2011 involving Ms. Murray.
