Hidy: Three minute rule was limited to special topic


MASSENA - An article in Tuesday’s paper about Massena Mayor James F. Hidy mistakenly stated the mayor limited village resident R. Shawn Gray to a little over three minutes to speak during a public comment period.

Mr. Gray’s comments were made during a special topic session Mr. Hidy said he allowed following presentations by county legislators Gregory M. Paquin, D-Massena, and Jonathan S. Putney, D-Waddington. Public comment during topic sessions may be allowed at the discretion of the moderator, who is not obligated by law to allow comment, Mr. Hidy said.

This comment period was in addition to the traditional five-minute comment periods at the opening and closing of the meeting.

“That was not the public comment period, and everyone got that as well,” Mr. Hidy said.


POTSDAM -SUNY Potsdam Provost Margaret E. Madden is also the vice president for academic affairs at the college. Due to a reporter’s error, her job title was incorrectly reported in Wednesday’s edition.
