CHILD PORN - POTSDAM - Village police reported Wednesday they had charged Colin P. Baxter, 24, of Washingtonville, a SUNY Potsdam student,with two felony counts of promoting an obscene sexual performance by a child on Nov. 30 on Bay Street.

He was arraigned by Potsdam Village Justice Nicholas Pignone and sent to the St. Lawrence County Correctional Facility with bail set at $2,500 cash or $5,000 bond.

Police said during a joint investigation by Homeland Security Investigations and the Potsdam Police Department into the promotion and possession of known child pornography files and videos via the internet, members of both agencies acted in seizing several computer items and electronic storage devices from Baxter’s residence. A forensic examination of the seized items found they contained multiple illegal images and videos of obscene sexual performances by children under the age of 16 years of age.

CRIMINAL SALE - POTSDAM - Village police charged Charles A. Attard, 18, of Mineola with third-degree criminal sale of a controlled substance at 5:30 p.m. Tuesday. He was arraigned by Potsdam Village Justice Margaret Garner and sent to the St. Lawrence County Correctional Facility with bail set at $5,000 cash or $10,000 bond.

Following an investigation by Potsdam Police Drug Task Force members, Attard was arrested for charge selling cocaine. Police said additional charges are pending.

The St. Lawrence County Drug Task Force, including members of the Potsdam Police Department, conducted several undercover drug purchases of cocaine from Attard. Task Force members seized $1,600 in proceeds from Attard. He is a SUNY Potsdam student.

AGGRAVATED UNLICENSED OPERATION - POTSDAM - Village police charged Matthew D. Spicer,

22, of El Paso, Texas with third-degree aggravated unlicensed operatoion of a motor vehicle and ticketed him for operation of a vehicle with inadequate headlights following a traffic stop at 1:25 a.m. Tuesday on Sandstone Drive.

UNREGISTERED VEHICLE - POTSDAM - Village police ticketed Tina M. Lamos, 46, of Richford, Vt.,

for operation of a motor vehicle with improper plates and operation of an unregistered motor vehicle on highway following a traffic stop at 10:34 p.m. Tuesday on Lawrence Avenue.

TRAFFIC CONTROL DEVICE - POTSDAM - Village police ticketed M. D. Sullivan-Marin, 51, of Potsdam for failure to stop for a traffic device at 2:37 p.m. Tuesday following a traffic stop on Elm Street.

Patrol completed a traffic stop on Elm Street after observing a vehicle fail to stop for a traffic device east bound on Elm Street. The operator, M. D. Sullivan-Marin, age 51 of Potsdam, was issued a traffic summons for VTL 1111-D1; returnable in Potsdam Village Court on 12/19/2012 at 0800.
