CRIMINAL SEX ACT - WINTHROP - Massena-based state police charged Michael A. Francis, 55, of Winthrop with second-degree criminal sexual act and endangering the welfare of a child Sunday. He was arraigned in local court and sent to the St. Lawrence County Correctional Facility.



DWI - MASSENA - Massena-based state police charged Kyle A. Hendershot, 24, of Potsdam with a misdemeanor count of driving while intoxicated and a felony count of first-degree aggravated unlicensed operation of a motor vehicle following an accident at 1:08 p.m. Sunday n the town of Massena. He was also ticketed for failure to keep right. speeding and a seat belt violation when he was placed under arrest approximately an hour later at Massena Memorial Hospital. He was arraigned in local court and sent to the St. Lawrence County Correctional Facility.



PETIT LARCENY - NORFOLK - Massena-based state police charged Sasha S. Monroe, 26, of Norfolk with petit larceny Sunday morning at 841 County Route 38 in the town of Norfolk. The charge stemmed from a complaint filed with troopers at 3:41 p.m. Saturday from the town of Norfolk.



DWI - RUSSELL - Canton-based state police charged Cody P. Butler, 23, of Potsdam with driving while intoxicated and ticketed him for speeding and a license plate violation following a traffic stop at 4:45 a.m. Sunday on County Route 31 in the town of Russell.



AGGRAVATED UNLICENSED OPERATION - CANTON - Canton-based state police charged Ronald Williams, 38, of Washington, D.C., with second-degree aggravated unlicensed operation of a motor vehicle following a traffic stop at 4:48 a.m. Sunday in the village of Canton.
