Watertown police charged Daniel J. Borg, 34, of 159 Mechanic St., Upper Apt., on Saturday night with second-degree harassment and criminal obstruction of breathing or blood circulation.

He was arrested at 19325 Route 11, town of Watertown, in connection with an incident Dec. 27 in the 100 block of South Meadow Street, but no other information was available Sunday.

He was being held at the Metro-Jefferson Public Safety Building pending arraignment City Court.
