City police charged Mark R. VanAllen, 39, of 418 Arsenal St., Apt. 3, after he allegedly refused to leave a residence on his block.

According to police, Mr. VanAllen stayed on the property of Chad Henderson, 411 Arsenal St., despite being told multiple times to leave.

Charged at 9:48 p.m. Friday, he was held on $100 bail pending arraignment in City Court.
