HARASSMENT - MASSENA - Village police charged Amanda K. Swiger, 30, of 51 Phillips St., Massena, with second-degree harassment Wednesday after she was picked up on an arrest warrant signed by Massena Village Justice Eric J. Gustafson. She allegedly punched Amy Banker at approximately 1 a.m. Sept. 23 during a confrontation at The Delmar. Swiger was arraigned by Acting Massena Village Justice James M. Crandall and released on her own recognizance with a stipulation she abide by the terms of a temporary order of protection directing her not to harass, annoy or alarm Ms. Banker.

According to court documents, Ms. Banker approached a bouncer at The Delmar and warned him it was likely she was going to have a problem with another female in the bar, acknowledging there was an issue between the two women. The bouncer said a short time later Swiger walked over to Ms. Banker and told her they needed to go outside to talk. When Ms. Banker rejected that invitation, Swiger reportedly grabbed Ms. Banker’s jacket and tried to pull her outside.

Ms. Banker, in her statement to police, said she had used strong language to encourage Swiger not to touch her, but Swiger responded by punching her a couple of times in the head and grabbing her hair. Ms. Banker said she had defended herself during the altercation and had suffered a bloody lip and a sore right thumb as a result of the confrontation.

OPEN CONTAINER - MASSENA - Village police charged Scotty Pitts of 9403 state Route 56, Massena, with an open container violation at 1:15 a.m. Thursday on Main Street.

AGGRAVATED UNLICENSED OPERATION - MASSENA - Village police charged Eric R. Schuck, 22, of 21 Belmont St., Massena, with third-degree aggravated unlicensed operation of a motor vehicle and ticketed him a stop sign violation and for having an improper restraint on a child between four and six years old at 11:25 a.m. Friday following a traffic stop on Parker Avenue near Alvern.

SUSPENDED REGISTRATION - MASSENA - Village police ticketed William L. Davis, 69, of Massena for operation of a vehicle with a suspended registration and operation of an uninsured vehicle at 10:39 a.m. Friday following a traffic stop on East Orvis Street.

UNINSPECTED MOTOR VEHICLE - MASSENA - Village police ticketed Laurel Jo Czajkowski, 51, of Massena for operation of an uninspected motor vehicle at 12:31 p.m. Thursday following a traffic stop on East Orvis Street.

INADEQUATE TAIL LAMPS - MASSENA - Village police ticketed Patrick Lloyd, 25, of New York City with operation of a vehicle with inadequate tail lamps at 8:44 p.m. Wednesday following a traffic stop on Haskell Street.

STOP SIGN - MASSENA - Village police ticketed Gregory T. Markell, 60, of Lacomb Road, Norfolk, for a stop sign violation at 12:59 p.m. Wednesday following a traffic stop on Grove Street at Ridgewood Avenue.

CELL PHONE - MASSENA - Village police ticketed Norman R. Lafrance, 73, of Leslie Road, Massena, for using a cell phone while operating a motor vehicle at 12:40 p.m. Wednesday following a traffic stop on East Orvis near Main Street.

SPEEDING - MASSENA - Village police ticketed Shawn R. Murphy, 51, of Garond Road, North Lawrence, for speed in zone at 10:07 a.m. Wednesday following a traffic stop on East Hatfield Street.
