Kelsey S.M. Bailey, 19, of 549 Morrison St., awaits prosecution in City Court on a charge of fifth-degree criminal possession of stolen property, a misdemeanor.

City police charged her Tuesday in connection with the theft of a license plate that was stolen from a vehicle owned by Jessica V. Jackson, 521 Morrison St. Police said the plate was displayed Jan. 26 on Ms. Bailey’s vehicle.
