A man was released Monday to the custody of Army authorities after being charged by Watertown police with third-degree obscenity and endangering the welfare of a child.

Richard E. Jackson, 27, of 26774 Libby Lane, Evans Mills, is accused of urinating on his wife and 4-year-old daughter early Feb. 4, according to police. The incident allegedly occurred while Marisa A. Jackson, 26, was lying in bed with the girl in Mrs. Jackson’s apartment at 1429 Gill St., and awakened the child, police said.

Mr. Jackson also is cited with harassment and is summoned to appear for arraignment in City Court.
