Massena planning board tables parking lot proposal


MASSENA - The village Planning Board has tabled a proposal to construct a parking lot in front of a Main Street building owned by Heritage Homes, Inc. because the proposed spaces are too close to the street.

The board voted unanimously to table the motion because one of the three proposed parking spaces is less than 15 feet away from Main Street, which is the minimum allowable distance in the village’s building code. The proposal was submitted by Richard Maginn, the owner of Heritage Homes, Inc., for the building now housing Northern Insuring at 280 Main St.

Mr. Maginn will either have to submit a revised plan, perhaps one that removes the space that would be a code violation, or he will have to seek a use variance from the village’s Zoning Board of Appeals.

Parking for Northern Insuring is currently located behind the building and accessed through Harrowgate Commons.

Mr. Maginn was not present at the board meeting Wednesday, nor did he submit a letter with his application.

Board members also wanted to see a source of lighting to illuminate the lot in the plans. “The streetlight there isn’t going to cut it,” board member Brian Schafer said.
