CHAUMONT — The state has recognized the village as a key stakeholder in the proposed Cape Vincent Wind Farm project, meaning Chaumont officials will also get to nominate candidates for the Article X ad hoc siting committee.

In a letter Thursday, the state Public Service Commission told BP it must amend its Public Involvement Program plan for community outreach within 15 days to include Chaumont as a “directly affected stakeholder” because part of the wind farm’s transmission line would be in the village.

Chaumont Mayor Valerie E. Rust said the village Board of Trustees will discuss nominating committee candidates at its next regular meeting Tuesday.

Mayor Rust said the village could simply choose to follow the town of Lyme’s lead and support Cape Vincent Supervisor Urban C. Hirschey’s list of four candidates — which already includes a Chaumont resident, Deanne L. Scanlon.

The other three candidates on Mr. Hirschey’s list — Thomas E. Brown, John Richardson and Donna L. Essegian — reside in Cape Vincent.

If Chaumont officials decide to nominate the same four people, two of them will be appointed to serve on the committee by the state Senate’s Republican leader, Dean G. Skelos of Long Island, and Assembly Speaker Sheldon Silver, D-Manhattan.

As representatives of the town and village of Cape Vincent, the town of Lyme and Jefferson County, the two members appointed to the panel — along with the state siting board’s five members — will get to vote on the siting review for the 124-turbine wind project.
