GOUVERNEUR — Ryan H. Kitts, 30, Gouverneur, was charged by state police with petit larceny at 10:21 p.m. Saturday.

Mr. Kitts allegedly left Mullin’s Family Restaurant, 1180A Route 11, without paying for the alcohol he ordered.

He is scheduled to appear in Gouverneur Town Court.
