CAPE VINCENT — James Cortu, 26, an inmate at Cape Vincent Correctional Facility, was charged at 10 a.m. Tuesday by state police with first-degree promoting prison contraband and violating state public law after synthetic pot was found recently on a chair in the visitors room, police said.

In 2011, he was convicted of attempted sex trafficking resulting from an arrest in Kings County and was sentenced to 3½ to 7 years in state prison.
