Lisbon man charged with violating sex offender registry regs


CANTON - St. Lawrence County Sheriff’s Department deputies charged Timothy S. Middlemiss, 23, of 143 Fulton Road, Lisbon, with failure to provide the New York State Sex Offender Registry with a change of address, a class E felony. In New York state, sex offenders are required to report a change ofaddress within 10 days of moving. Itis alleged Middlemiss moved in October 2012from his registered address to an apartment in Morley withoutnotifying the Sex Offender Registry within the 10 days required by law. Middlerníss was arraigned in Canton Town Court and sent to the St. Lawrence CountyCorrectional Facility with bail set at $2,000 cashor $4,000 bond.

Middlemiss was sentenced to one to three years sentence for a second-degree attempted rape conviction. He entered prison on March 2, 2010 and was released under parole supervision on Aug. 31, 2012. He is classified as a Level III sex offender, the classification for offenders viewed as being a high risk to commit another sex crime.

A St. Lawrence County grand jury had handed up a sealed indictment opened in late April 2009 charging him with second-degree rape, second-degree sexual abuse and endangering the welfare of a child.Middlemiss later admitted he attempted to have sexual contact with a 12-year-old female on Jan. 22, 2009 in the town of Madrid.

Middlemiss, formerly of Fulton Road, Lisbon, was fined $500 and a $125 surcharge and sentenced to time served in January 2012 in Massena Town Court for a third-degree sexual abuse conviction.

He had been charged with third-degree sexual abuse and endangering the welfare of a child. Middlemiss allegedly subjected a 14-year-old female to sexual contact in the early morning hours of July 6, 2009 while she was camping at the Robert Moses State Park on Barnhart Island. That incident took place while the rape count was pending in county court.
