MASSENA - The village board will be discussing and inviting public comment on the mayor’s tentative budget for the 2013-14 fiscal year.

The village Board of Trustees will first discuss the tentative budget prepared by Mayor James F. Hidy, and will then vote to enter a public hearing to receive comment from residents.

Mr. Hidy, who is on vacation and will not be present at tonight’s board meeting, declined to comment on the tentative budget, saying the finalized budget could be approved of with a vote from the whole board.

“I feel that (my tentative budget) is adequate for all the agencies involved, but it’s up to the board” to pass the final budget, Mr. Hidy said.

During a budget session last week, Mr. Hidy said his tentative budget included less funding for the Massena Police Department and the code enforcement office. Massena police asked for less funding this year because of several retirements and appointments of younger officers with lower salaries. The code enforcement office will require less funding this year due to the Jan. 22 resignation of former Code Enforcement Officer Gregory C. Fregoe, from a $28,476.24 post.

Mr. Hidy said the village is in strong fiscal shape, and he doesn’t foresee any increase in tax rates beyond the so-called 2 percent tax cap set by the state. The village board voted earlier this year to override the tax cap. Mr. Hidy called the motion a “safety net” in case the village board has to raise the property tax rate beyond 2 percent in their 2013-14 budget.
