HARASSMENT - MASSENA - Village police charged Robert J. Joubert, 21, of 183 Wallace Road, Norfolk, previously of Maple Street, Massena, with second-degree harassment and endangering the welfare of a child at 2:40 p.m. Tuesday following a domestic dispute in a vehicle in the Price Chopper parking lot. He reportedly struck his estranged wife’s boyfriend in the head three times during an argument inside a vehicle.

Joseph Fleury said he was sitting inside the vehicle with his girlfriend’s two-year-old son when the child’s father came running out of the store and unsuccessfully attempted to enter the vehicle. The vehicle’s doors were locked. Ronald then reportedly started yelling at Megan Joubert, who had followed him out of the store, that he simply wanted to see their child.

“Megan unlocked the door, and Ronald started talking to (the child) in his car seat in the back. About 20 second later, Ronald reached over (the child) are started swinging at me, striking me in the face three times,” Mr. Fleury said in a statement he signed for police.

He then reportedly grabbed his son and took him out of the vehicle, continuing to argue with the child’s mother and indicating he was taking the boy with him. Mr. Joubert reportedly returned the child to his mother, however, after learning a passerby has contacted police, and they were responding to the parking lot.
