Black River board sets meeting to adopt budget

BLACK RIVER — When Monday’s hearing elicited no public comments, the village Board of Trustees set a special meeting for 6 p.m. April 29 to adopt the 2013-14 budget.

The tentative $1,403,377 budget calls for a tax levy of $525,558, with town of LeRay residents having a tax rate of $4.90 per $1,000 of assessed property value, based on 100 percent valuation, and Rutland taxpayers paying $6.54 per $1,000, at 65.5 percent valuation.

The tax rate remains the same as last year, despite the $6,436 increase in the levy, or amount to be raised by property taxes. The levy hike is offset by an increased tax base. Last year, the total taxable base was $67,421,309, with LeRay at $45,237,476 and Rutland at $22,183,833. This year’s total is $68,614,833, with LeRay at $46,314,403 and Rutland at $22,300,430.

In other business, trustees appointed Thomas E. Boxberger as public health officer to fill the vacancy left by the resignation of Dr. William D. Wiley. Mr. Boxberger, who serves as health officer in several neighboring communities, worked for the state Department of Health for 34 years, serving as district director for 25 years.
