Lisbon Town Council is not pursuing Glenn Harris’ resignation at this point


LISBON – The Town Council is not yet pursuing any action to remove Glenn R. Harris from the Planning Board despite his absence from the Board since October.

Speaking after Monday’s Council meeting, Town Supervisor James W. Armstrong said he thinks it would be premature to attempt to force Mr. Harris from the Board.

Mr. Harris, an environmental studies professor at St. Lawrence University, said in an email earlier this month that, “My plan at this time is to remain on the board.”

But in October Planning Board Secretary Patrick M. Madlin said Mr. Harris resigned and Chairman Steven Wallace confirmed his resignation in November.

Mr. Madlin resigned in November.

Mr. Armstrong said, third-party confirmations aside, the Town Council needs “to have an official resignation” before they can appoint someone else to fill the position.

Mr. Armstrong also said he has “no idea” whether or not Mr. Harris plans on remaining on the Board.

“I haven’t spoken to him,” Mr. Armstrong said.

The Council, which is charged with appointing new members to the volunteer Planning Board, may have ways of removing Mr. Harris, Mr. Armstrong said.

But despite his six-month absence, Mr. Armstrong said the Council is “not at that point” of pursuing anything other than finding out what his intentions are. “He’s been a very valuable member [of the Planning Board],” Mr. Armstrong said, adding that the Council is observing “common courtesy” in the matter.
