Herrings board passes budget, water law


HERRINGS — The village Board of Trustees passed the 2013-14 budget during a special meeting Tuesday.

The $176,424 spending plan is up $46,696 from this year’s $129,728 budget. The tax levy was raised to $36,224, an increase of $3,664, or 11.3 percent, over this year’s $32,560 levy.

The property tax rate for the fiscal year that begins June 1 is $4.70 per $1,000 of assessed value, an increase of 11.9 percent. This year’s rate was $4.20.

Mayor Richard A. Beirman said one reason for the rise in taxes was the $30,000 water fund and a $33,500 sewer fund included in the budget. The water fund will be used for costs incurred for the joint water project the village is embarking on with the village of Deferiet.

The mayor said the water rate of $150 per quarter would go into effect June 1. The set rate will be in effect for four or five years; then residents will be charged at a metered rate, Mr. Beirman said.

Before the budget vote, the board passed a resolution to override the state’s 2 percent tax levy increase cap.

To support the budget, the board passed resolutions to set new sewer rates and to set the $150 water rate. In addition, a local water law was approved. The sewer rates will go from $100.75 per quarter to $105 to aid the fund in being more self-sufficient.

The water law governs new hookups once the initial system is installed, additional water sources and the homeowner’s responsibilities.

Board members also passed a resolution allowing the board to raise the water and sewer rates with a resolution instead of a local law.
