Cape Vincent Wind Project committee members named

Thomas E. Brown, Cape Vincent, and Deanne L. Scanlon, Chaumont, have been named to the state ad hoc siting committee to represent their communities in the Article X review of the proposed Cape Vincent Wind Project.

Mr. Brown, retired regional director of the state Department of Environmental Conservation, was appointed by Assembly Speaker Sheldon Silver, D-Manhattan.

Ms. Scanlon, who served on several nonprofit boards and the town of Lyme Wind Committee that researched the issues of environmental, health and safety matters, was picked by the state Senate’s Republican leader, Dean G. Skelos of Long Island.

Along with the five members of the state siting board, the two ad hoc committee members will vote on the outcome of the siting review for the Cape Vincent Wind Farm proposed by BP Wind Energy.

The wind developer will seek an Article X state siting review this summer to erect 124 turbines up to 499 feet tall in the town of Cape Vincent and run a transmission line to a National Grid substation in the town of Lyme.

Part of the proposed transmission line crosses the village of Chaumont.

Instead of nominating 16 candidates — four candidates from each municipality — the towns of Cape Vincent and Lyme, the village of Chaumont and Jefferson County Board of Legislators had each approved a list of four candidates, which included Mr. Brown and Ms. Scanlon, selected by Cape Vincent Supervisor Urban C. Hirschey.
