Black River board allows street paving


BLACK RIVER — The village Board of Trustees amended the health officer agreement, approved a paving project and hired summer staff members Monday.

After hearing the report from the public works superintendent, the board agreed to make repairs to Maple Street and Hadley Drive. Superintendent Steven L. Lillie suggested Consolidated Local Street and Highway Improvement Program money be rolled over into the 2013-14 fiscal year to repave Beaumont Avenue, Pine Drive, Wendell Lane and Rodger Road. He said using the cold mix procedure, the roads could be ground up, remixed, relayed and topped off with 1 inches of pavement.

“It’s expensive, but it will last,” Mr. Lillie said.

The paving project for the summer would cost slightly less than $45,000. Mr. Lillie said it would cost $37,387 to redo the village’s portion of Maple Street, which would include “shimming up the road 1 inches” to prevent the pooling of water. The bill to resurface Hadley Drive would be $7,588. The one-day project is expected to take place in August.

Board members amended the agreement with newly appointed health officer Thomas Boxberger to increase his term to four years as state regulations require.

At the recommendation of village attorney Mark G. Gebo, the board authorized Mayor Leland J. Carpenter to sign a state environmental quality review for the Route 3 water pump station roof, fence and rehabilitation project. The SEQR shows the improvement project will have no negative environmental impact.

Board members also authorized Christine Cook to return as summer recreation program director with Joseph Hayes as her assistant.
