Madison Barracks apartments to open when National Grid finishes work

SACKETS HARBOR — Construction of two apartment buildings that are part of a 90-unit complex planned at Madison Barracks is nearly done, but the developer is waiting for National Grid to install electric and gas lines before tenants can move in.

National Grid, which first said it would complete work by the fall, has told developer Lawler Realty LLC it won’t start work until June. Managing member Corry J. Lawler, who originally expected the two buildings to be finished by January, said the setback caused by the energy provider has delayed the project about six months.

The apartment buildings, which include 10 three-bedroom units, are expected to open for families to rent in July.

“The first two buildings are up and nearly complete,” Mr. Lawler said Monday. “One is essentially done, and the second is about a week or two behind it.”

The second phase of the multiyear project, to be completed by the summer of 2014, calls for three more 10-unit buildings. The final phase, which includes four more buildings, should be done in 2015. Rent will be $1,250 a month for the three-bedroom units, which includes all utilities except electricity.

The developer initially expected National Grid would install electric and gas lines last fall after it submitted a design plan in August, Mr. Lawler said. But he said unanticipated changes to that plan required by National Grid delayed the project for months. The delay forced the developer to provide its own heat and power for construction.

“We were scheduled to be good to go with the design last August and were supposed to get the green light four to six weeks later, but one problem after another delayed the work all the way through the winter,” Mr. Lawler said. “We kept going back and forth.”

But National Grid could not complete its share of the work until the developer met required milestones needed for the project, said Virginia J. Limmiatis, spokeswoman for the energy company.

“There’s a delay if the original submission is revised by the developer and if requirements at the site aren’t met, which happened in this case,” Mrs. Limmiatis said. “We’ve been working closely with the customer and it’s been an open book, as far as going through the different iterations of the design. So there is no delay from National Grid’s standpoint, and the project is right on schedule” to start in June.

The developer’s plan also calls for the construction of 14 single-family houses, Mr. Lawler said. Twelve will be near Black River Bay, and two will be on Mill Creek. The developer will start marketing them this summer.
