HOPKINTON - Massena-based state police charged Dean M. Lamphere, 60, of 2928C state Route 11B, Hopkinton, with felony counts of third-degree promotion of prostitution and tampering with physical evidence Monday afternoon. He was arraigned by Massena Town Justice James M. Crandall and sent to the St. Lawrence County Correctional Facility. He was released from jail early Monday evening after posting $10,000 bail.
Troopers said their investigation is continuing and additional charges may be pending.
Court documents allege Lamphere paid and arranged for prostitutes to engage in sexual conduct with men between 2011 and May 2013. The women ranged in ages from 20 to 32. He also allegedly destroyed two video tapes that contained evidence supporting a promoting prostitution investigation. Troopers alleged Lamphere burned those videos in a fire pit behind his garage.
With the assistance of the New York State Police Computer Crimes Unit and the St Lawrence District Attorneys Office, search warrants were executed Monday at his residence and the business of Lampheres General Trucking and Repair, State Route 11B, Hopkinton,
State police Monday their investigation is in the infant stages. Police said the women involved in the ring allegedly owed Lamphere money and engaged in the sexual contact is exhange for having their debt written off but declined further comment citing the ongoing nature of the investigation.
