Heuvelton receives grant award, loan for sewer project

HEUVELTON — The state Environmental Facilities Corp. gave final approval Thursday for $2.8 million in aid for the village’s sewer rehabilitation project.

The package is broken down into a $2 million grant and a $775,000 interest-free loan.

Mayor Barbara A. Lashua said the zero-percent-interest loan is “a huge gift” for the community. “It will save us so much money in interest.”

The restoration project, scheduled to begin in late summer or early fall, will include the repair or replacement of about 75 manholes and more than 4,000 feet of piping, the installation of backup power at two pumping stations and the replacement of old electrical infrastructure at the wastewater treatment plant, according to an EFC press release.

“The Environmental Facilities Corporation is pleased to assist the Village of Heuvelton in providing an affordable solution to their clean water needs,” Matthew J. Driscoll, EFC’s president and CEO, said in a press release.

The village is expecting to pay for the balance of the $3 million project with an anticipated $500,000 grant from the North Country Regional Development Council, according to Mrs. Lashua.

But the $775,000 loan from the EFC is more than she was expecting.

She said the extra financing may allow the village to do more with the project than originally planned, and she will meet with the project engineers to discuss the possibilities.
