DWI - NORFOLK - Massena-based state police charged Raymond F. Carter, 57, of 9370 state Route 56, Massena, with driving while intoxicated after responding to a domestic dispute complaint at 8:12 p.m. Sunday from the town of Norfolk, Troopers said Carter was intoxicated when he drove from his residence to 45 Grantville Road, where the arrest was made. He reportedly had a blood alcohol content of 0.14 percent. Under state law, a BAC of 0.08 percent of higher is considered proof of intoxication.

PROPERTY DAMAGE ACCIDENT - FORT COVINGTON - Malone-based state police investigated a one-vehicle property damage accident at 10:03 p.m. Sunday on state Route 37, near County Route 43, in the town of Fort Covington. Troopers said the vehicle was operated by Phillip J. Marlow, 64, of Massena.
