CELL PHONE - POTSDAM - Village police ticketed Tamara Lynn Hanna, 31, of Malone for using a cell phone while opperating a motor vehcle at 9:34 a.m. Friday following a traffic stop on outer Elm Street. Police said they had observed Hanna texting while driving near Elm and Grant Street.
