WEST CARTHAGE Gary Johnson, owner of the Valero service station and convenience store at 16 Bridge St., came before the village Planning Board last month with a sketch plan for renovations to the mini-market.
Mr. Johnson was granted an area variance in June from the village Zoning Board of Appeals to construct a new convenience store.
He plans to demolish the garage on the site and create a 2,000-square-foot convenience store.
The larger structure would cover more than the permissible percentage of the property and not be set back 40 feet from the neighboring apartment building, but the variance was granted since there was no public objection. Previously, neighbors have complained about noise, debris and lights coming from the property, but ZBA Chairman Ronald J. Novak pointed out that the enlarged convenience store will block some of those nuisances.
Ronald J. Blinebry told Mr. Johnson he would have to submit engineered drawings with the boundaries plotted to scale, zoning classification, deed restrictions, rights of way, location and ownership of adjacent lands, easements, setbacks and plans for grading and drainage.
Mr. Johnson said the fees he had been quoted for engineers drawings seem excessive for three walls and a roof.
You have to have engineered drawings, to see what youre building around not building over sewer or water lines, Mr. Blinebry said. Its not a cheap process, but its not only Jefferson County, but youre on a state highway; the DOT (Department of Transportation) will see these, too. We have to see these things before a building permit is issued.
Mr. Johnson had submitted a survey and drawings from 1988. Mr. Blinebry conceded an engineers drawing was not required as long as the drawing included the needed information and fit the protocol.
If you are capable of doing the engineering drawing with all the information deemed to be true and correct ... we need five copies. It must show the grading and drainage with the contours listed at five-foot intervals, the chairman said. He said he would work with Mr. Johnson to make sure the drawings were complete before they were brought before the full board.
