Arnold R. Woodard, 55, of 323 Stone St., was charged by Watertown police Sunday night with second-degree harassment and criminal obstruction of breathing or blood circulation in connection with a domestic dispute.
Police said Mr. Woodard grabbed and choked Patricia A. Chapman with his hands around her throat. He also allegedly yelled at her in their apartment.
He was arraigned before City Court Judge Eugene R. Renzi, who sent him to the Metro-Jefferson Public Safety Building. He later was released on $250 bail.
