Unsealed indictment: man allegedly sexually abused children in Black River

A Vermont man has been named in a grand jury indictment alleging that he repeatedly sexually abused two children over a seven-month period in the town of Rutland.

Kristopher M. Royce, 23, Springfield, Vt., is charged with two counts of first-degree course of sexual conduct. The charges were contained in an indictment unsealed Wednesday in Jefferson County Court.

It is alleged that between September 2005 and February 2006, he engaged in several sexual acts with two children, starting when one, a boy, was age 5 and the second, a girl, was age 7. The alleged incidents occurred in Briarwood Apartments in Black River, according to state police, who participated in a year-and-a-half investigation with police in Vermont.

He pleaded not guilty to the charges and was sent to the Metro-Jefferson Public Safety Building by Supreme Court Judge James P. McClusky on $25,000 bail.

In other court activity:

Ryan T. Mansfield-Martin, 26, of 357 Franklin St., was charged in an indictment unsealed in court with two counts each of third-degree criminal sale of a controlled substance and third-degree criminal possession of a controlled substance. It is alleged that he had and sold cocaine within the county on a day in early June and again the following day. He pleaded not guilty to the charges and was sent to the PSB on $30,000 bail.

Mr. Mansfield-Martin, formerly of Philadelphia, Pa., is an ex-convict, having been sentenced in County Court in June 2011 to three years in state prison for a third-degree criminal sale of a controlled substance conviction, having been accused of selling cocaine in September 2010. He was released from prison Jan. 15, according to the state Department of Corrections and Community Supervision website.

He also had been sentenced in County Court in February 2010 to two years in prison for a third-degree attempted criminal sale of a controlled substance conviction, again involving cocaine. He was sentenced in that case under the prison system’s Willard Drug Rehabilitation Program. If an inmate completes the 90-day program, he serves the remainder of his sentence under parole supervision.

Mr. Mansfield-Martin was released from prison under parole supervision in June 2010, according to the state prison website.

Tanner L. Schultz, 18, Barto, Pa., was arraigned as a fugitive from justice wanted in Delaware on a first-degree vehicular assault charge. According to court documents, it is alleged that he caused injuries to a woman in Delaware on June 15 while driving under the influence of drugs. He was arrested on a fugitive warrant Saturday at the Alexandria Bay port of entry. He waived his extradition rights and agreed to be returned to Delaware to face matters there.
