Police: Carthage man left scene after striking woman with van


A Carthage man was charged Thursday with leaving the scene of a personal-injury accident after his van struck a woman who was crossing the street in a motorized wheelchair, Watertown police said.

Police said Clifford F. Lavancha, 74, of 22563 Boyd Road, was heading east on Clinton Street about 10:41 a.m. Thursday when his 2006 Dodge Caravan struck the motorized chair as its operator, Tammy Babcock-Hornsby, 46, of 114 Franklin St., Apt. 206, was crossing the intersection at Clinton and Washington streets.

Police said Mr. Lavancha briefly stopped after hitting Ms. Babcock-Hornsby but then drove away. Police later determined that he was the driver involved in the accident, they said.

Ms. Babcock-Hornsby, who fell into the road, was taken to Samaritan Medical Center, where she was treated and released.

Police also charged Mr. Lavancha with failure to yield to a pedestrian in a crosswalk.
