Motorists accused of drunken driving


Andrew R. Higgins, 27, of 8511 McHenry Loop, Fort Drum, was charged by Jefferson County sheriff’s deputies at 5:48 a.m. Saturday on Route 11 in the town of Philadelphia with driving while intoxicated, driving across hazard markings and moving between lanes unsafely.

Deputies charged Mr. Higgins after an investigation and statement from a witness revealed that he had been driving south on Route 11 and had been swerving in and out of his lane before crossing the white hazard/fog line, going off the road and striking a utility pole, causing his vehicle to overturn.

Deputies said that when they arrived at the scene, Mr. Higgins, who smelled strongly of alcohol, was being pulled from his overturned vehicle by a witness. The accident occurred about 1 a.m.

Mr. Higgins was taken to Samaritan Medical Center, where he submitted to a blood draw to obtain blood alcohol content. Results of the test are pending. A BAC of 0.08 percent or more is considered proof of intoxication under state law.

He was released to his Fort Drum chain of command pending an appearance in Philadelphia Town Court.

Also charged with DWI and related offenses:

n Patrick V. Sheridan, 38, Baldwinsville, was charged by state police with felony aggravated DWI about 2:30 a.m. Thursday on Interstate 81 in the town of Alexandria. His BAC was listed as 0.18 percent. Aggravated DWI is charged when the BAC is 0.18 percent or more. The charge was a felony because he was convicted of DWI in 2005, police said.

n Guadalupe Cole, 26, of 30226 Route 971V, Black River, was charged by city police with aggravated DWI, failure to keep right and improper left turn in the 400 block of Black River Parkway at 10:20 p.m. Thursday. Her BAC was listed as 0.22 percent.

n Scott K. Gomes, 30, of 104 S. Pleasant St., also was charged by city police with failure to keep right at 2:35 a.m. Friday at 1709 State St. His BAC was listed as 0.13 percent.

n Corey M. Brown, 30, of 392 Stone Road, Harrisville, was charged by state police early Saturday. Police said he was stopped for speeding on Stone Road in Harrisville. His BAC was 0.16 percent, police said.

n Michael E. Shepherd, 50, of 26685 Gartland Road, Evans Mills, was charged by state police with felony aggravated DWI at 10:45 p.m. Saturday at his home. His BAC was listed as 0.22 percent. He also was charged with failure to keep right, moving between lanes unsafely, speeding and unlawful possession of marijuana. The DWI charge was a felony because of a previous DWI conviction within the past 10 years.

n Kasey E. Brown, 29, of Randolph, was charged by state police with aggravated DWI at 1:20 a.m. on North Main Street in the village of Evans Mills after police pulled him over for allegedly failing to dim his high-beam lights. He failed a field sobriety test and submitted to a Breathalyzer, which determined his BAC to be 0.29 percent, according to police. He also was charged with unsafe passing on the left and failure to signal a turn.

n Heather A. Mauro, 37, of 8125 Schell Ave., Evans Mills, was traveling with Mr. Brown by following his vehicle. After he was stopped by police, Ms. Mauro pulled into a nearby driveway, exited her car and approached the trooper interviewing Mr. Brown, police said. Believing her to be intoxicated, police asked her to take a field sobriety test, which she failed before submitting to a Breathalyzer. Her BAC was listed as 0.14 percent.

n Devlin S. Conley, 26, of 90 E. Hatfield Road, Massena, was charged by state police early Saturday after police said he crossed the center line on Route 37 in Massena. His BAC was 0.08 percent, police said.

n Kaitlin M. Abbrid, 22, of 408 Seymour St., Ogdensburg, was charged by state police early Sunday after she allegedly crossed the center line and drove on the shoulder of Route 68 in Lisbon. Her BAC was 0.14 percent, police said.

n Marvin H. Ringgold, 55, of 217 Elliott Road, Madrid, was charged by state police Saturday morning after he was injured in an accident. Police said he was eastbound on Elliott Road in Potsdam when he failed to make a turn and his car went off the road and struck a tree. He was taken to Canton-Potsdam Hospital, Potsdam. His BAC was unavailable.

Charged with driving while ability impaired by drugs:

n Stephanie A. Russell, 37, of 1347 Sherman St., was charged by city police at 12:42 p.m. Thursday after her vehicle allegedly hit a utility pole in the 400 block of Holcomb Street and she left the scene. Police said she told them that she had taken two or three oxycodone pills and did not know what happened. She also was charged with leaving the scene of a property-damage accident and making an unsafe lane change.
