Morristown accepts sole winter sand bid


MORRISTOWN - The Morristown Town Council accepted a bid by Cooke Sand and Gravel to supply the town with sand for its roads during the winter.

The contract with Gouverneur-based Cooke Sand and Gravel will see the town purchase screened sand at $7.75 per ton including delivery.

No other companies submitted bids for the contract.

That represents an increase of $1 per ton over last year’s contract that saw Cooke Sand and Gravel provide sand to the town for $6.75 a ton, Highway Supervisor Michael L. Bogart said.

According to Mr. Bogart the town uses up to 6,000 tons in an average winter. Mr. Bogart said the increase is likely due to the supply of sand which fluctuates on a year-to-year basis.

Deputy Supervisor W. Howard Warren said, “It’s the only bid we’ve got and we’ve got to get sand.”

Mr. Warren and Councilors David VanArnam and Gary Turner voted in support of the contract. Supervisor Frank L. Putman was absent and Councilor David W. Stout III abstained from the vote.

At the August meeting Highway Supervisor Michael L. Bogart said Mr. Stout told him he believed he could supply the town with sand from his Stout’s Ready Mix business for less than Cooke Sand and Gravel.

Mr. Stout was not at the August meeting.

Steven G. Leventhal, co-chairman of the state Bar Association, Municipal Law Section, said the town would be in violation of state law if they contracted with Mr. Stout’s company.

In August Mr. Stout said he would only submit a bid if he could do it legally.
