UNLAWFUL POSSESSION - WEST STOCKHOLM - Massena-based state police charged Cassandra M. Graeff, 20, of Lancaster, Pa., with unlawful possession of marijuana following a traffic stop at 10:38 p.m. Friday on state Route 11B in the town of Stockholm. Graeff was found in possession of approximately 13.7 grams of marijuana as well as paraphernalia used for smoking marijuana, troopers said. She was issued an appearance ticket for town of Stockholm Court. Graeff was also ticketed for speeding and failure to keep right.
UNLAWFUL POSSESSION - MASSENA - Massena-based state police charged Lisa A. Moylan, 33, of Ottawa, Ont., with unlawful possession of marijuana and third-degree aggravated unlicensed operation of a motor vehicle following a secondary inspection at 12:20 p.m. Saturday at the U.S. Port of Entry in Rooseveltown. She was turned over to state police by U.S. Customs and Border Protection officers. She told border protection officers she had a small amount of marijuana in her purse. The marijuana was located in a plastic baggie in her purse, they said. Her operating privileges had been suspended in New York state on Nov. 2, 2008 for failing to pay a fine in the town of Orleans and on Aug. 25, 2013 for failing to pay a fine in the town of Pamelia. Moylan was arraigned by Massena Town Justice Gerald P. Sharlow and fined $25 and a $93 surcharge after pleading guilty to a reduced count of simple unlicensed operation of a motor vehicle. She was also ordered to pay an additional $125 surcharge after pleading guilty to the unlawful possession of marijuana count. She paid her fines and was released.
FELONY DWI - WADDINGTON - State police have released additional information about an alcohol-related accident earlier this week that led to the driver of the vehicle struck by an allegedly drunk driver being transported to Massena Memorial Hospital.
Massena-based state police charged Dustin S. Grape, 30, of Lisbon with a felony count of driving while intoxicated following an ATV accident reported at 12:30 a.m. Thursday on state Route 37 in the town of Waddington. He was also ticketed for failure to keep right, unlicensed operation of a vehicle, failure to produce insurance and operation of an unregistered all-terrain vehicle following the incident that was reported as a personal injury accident. Troopers said Grape was westbound on Route 37 when he failed to keep right, struck the left side of another vehicle and was ejected from his ATV.
Grape refused to take a breathalyzer test. The driving while intoxicated count was elevated to a felony after troopers determined Grape had two driving while intoxicated convictions in the past 10 years.
Troopers said Grape was westbound when he drifted left and struck an eastbound vehicle driven by Rebecca Plourde, 26, Massena. She was taken by Waddington Rescue Squad to Massena Memorial Hospital for treatment of unspecified injuries. Grape was reportedly not injured in the collision.
Grape was arraigned in Waddington Town Court and sent to the St. Lawrence County Correctional Facility with bail set at $10,000 cash or $20,000 bond.
