Bids mulled for library work, wages at issue

A state Department of Labor ruling is pending to determine how much the Ogdensburg Public Library will need to pay a low-bidding contractor to do window and stucco renovations at the 312 Washington St. building.

Director Wayne L. Miller said Friday that Northern Tier Contracting Inc., Gouverneur, submitted two low bids, $120,300 for union scale prevailing wage and $79,400 for non-prevailing wage.

The library could qualify for either status. Since it requires budget funding from the city of Ogdensburg, it is a government agency and thus compelled to pay a contractor prevailing wage. It is also a not-for-profit organization which allows it to compensate a contractor with a non-prevailing wage.

“We’re in a gray area,” Mr. Miller said.

The renovations, which Mr. Miller wants to get done before the onset of winter, are replacement of three clouded vinyl bay windows at the rear of the library, fortifying 44 original 90-year-old glass windows with energy-efficient glazing around their edges and replace thinning, and replacing weather-beaten stucco on the building’s western exterior.

Asbestos also needs to be removed from the existing glazing.

The library has two state grants totaling $77,000 plus a $100,000 city-obtained bond to pay for the renovations.

The renovations’ estimated costs are: stucco replacement, $49,464; window replacement and renovation, $52,6709; and asbestos abatement, $10,400.
