MORRISTOWN — State police arrested Richard A. Chase, 36, of 118 Albany Ave., Ogdensburg, on a bench warrant Wednesday for unpaid fines dating to 2004.

The arrest came after police said they stopped Mr. Chase on County Route 6 in Morristown for an inadequate license plate lamp. Police said that, when they ran Mr. Chase’s license, they discovered there was a warrant for his arrest out of Ogdensburg City Court for unpaid fines from 2004 for allowing a dog to run at large and personal injury caused by a dog.

He also was charged with unlawful possession of marijuana, a violation. It is alleged that, when police searched Mr. Chase, they found a glass pipe with marijuana residue in it.

He was issued an appearance ticket for Morristown Town Court. He was turned over to city police, who released him on his own recognizance.
