RUSSELL — State police arrested Philip C. Noble, 4364 Route 11, DeKalb Junction, Wednesday and charged him with seventh-degree criminal possession of a controlled substance, a class A misdemeanor.

Mr. Noble was stopped when the 2004 Jeep Cherokee he was operating crossed over the double-yellow line on County Route 17 in the town of Russell, police said. It is alleged that Mr. Noble was acting “evasive and nervous” when a trooper approached his vehicle after he was pulled over and police found him to be in possession of a metal spoon with what police reported as the residue of an undisclosed controlled substance.

Mr. Noble was issued an appearance ticket returnable for 7 p.m. on Oct. 21 at Russell Town Court.
