WEST CARTHAGE — The village Planning Board has approved a final site plan for a proposed Bridge Street construction.

Final approval was granted to Gary Johnson, owner of the Valero service station and convenience store at 16 Bridge St. and the neighboring Johnson Mobil garage at 16 Bridge St. Mr. Johnson plans to demolish the Valero convenience store and enlarge the garage building to house a convenience store.

In June, he was granted an area variance by the Zoning Board of Appeals to construct a new 2,000-square-foot convenience store.

Mr. Johnson told the board the construction material for the exterior walls has been changed, based on a recommendation by his engineers, Aubertine and Currier Architects, Engineers and Land Surveyors PLLC of Watertown. The front will use 6-inch walls with a brick facade. The ends and back will be a composite material. This type of construction also was used at Bauer’s across the street from the garage. Mr. Johnson said the garage will remain red and the store will be gray. The business owner was advised to obtain a Jefferson County building permit before beginning construction.

The board also addressed concerns about parking, lighting and signage. Mr. Johnson said he has used the public parking lot adjacent to his property if cars are left for service. Lights will be in the soffit and a wall pack will be installed on the North Main Street end of the building. Signs will be discussed at a later date.

In another review, Kent D. Burto of Northern Developers presented copies of the revised plans for the construction of a Family Dollar store. The state Department of Transportation had requested a lower elevation for the main driveway to the new store. Planning Board Chairman Ronald J. Blinebry told the board he had inspected the site and was satisfied with the changes. Mr. Burto told the board a retaining wall in the original plans no longer was needed with the elevation change. The revised plans will have to be approved by the Jefferson County Planning Board.

Mr. Blinebry told the board he issued permits to allow tree harvesting on the Johnson property on Broad Street and for demolition of the property at 27 N. Broad St.
