Town of Massena and Alcoa may finally be ready to swap land


MASSENA — A deal that has been in the works for well over 10 years finally may be coming to fruition: Alcoa has received authorization from the federal Environmental Protection Agency to release several hundred acres of land to the town of Massena.

Town Supervisor Joseph D. Gray said he recently received word from Alcoa that the company’s property has been given a clean bill of health by the EPA.

In exchange for the parcel on Horton Road, Mr. Gray said, the town could give Alcoa a parcel adjacent to its plant on Route 131.

“They’re willing to give us a substantially larger amount of land on the Horton Road,” Mr. Gray said, adding that the idea of creating an industrial park there is something that has been discussed for a long time.

“That’s a long ways out,” he said. “I don’t know if we want to make a decision tonight, but I would certainly like to do it within a month.”

Councilman Thomas C. Miller wondered what Alcoa’s interest in the land on Route 131 is.

“What do they want it for?” he asked.

“I don’t know,” Councilman Charles A. Raiti replied.

W. Gary Edwards, who served as town supervisor before Mr. Gray, noted the parcel the town is slated to give up would offer Alcoa contiguous property along Route 131.

A decision to approve the deal was not made Wednesday night. Mr. Gray said he would drive by both parcels, and suggested board members do the same before meeting again next week.

“Let’s do some research, and I’ll get back to you,” he said.
